Thanks to user Zoder/Ben for the following helpful info:
On the EVGA forum, it's noted that the 600-series cards had a compatibility problem with some older Dell motherboards that Nvidia released a VBIOS fix for last year. The PNY card must have been manufactured before the update was released. It's odd though that their support would not have had info on this in their support database. I had told him I had a Dell and the model no.
Here is the EVGA thread and this user was trying to get it to work on his XPS 8300. The resolution was in post 8.http://forums.evga.com/Plz-help-gtx-670 ... 85544.aspx
This comes directly from an Nvidia Technical Support representative, ManuelG, on nVidia's official forums (he posts on this forum from time to time as well).

"We have a workaround in place. This workaround will be in VBIOS version 80.04.25.00.00 and later."
