I am wondering if i can use the second pcie x16 slot as a normal expansion slot for a pcie x1 device, without slowing the video card to a x8 speed as would happen if i populated both with video card slots i have heard.

I think we'll have to wait for one of the gurus to answer this one--my guess it that it would use only one PCI lane, making your other slot a x15 (in effect), but I'll hold off on making that claim until one of our gurus can answer this. :)

Otherwise, we really can't tell you because every PC/motherboard works differently. So some information on your system would be helpful.
