Downloaded latest bios from Dell. Installed. Now stuck at new splash screen with blue bar halfway and nada, will just sit there forever.

What do I do now?

Bios was that last revision they ever made for the 630, .13

Ugh

Was the system overclocked when you updated the BIOS? If so, you should NEVER do that. Anytime you reinstall Windows, or update BIOS, etc, you MUST return the system to stock settings.

Try resetting the CMOS on the system. There should be a small coin cell battery on the motherboard. Unplug the power to the system and press the power button to drain all system power. After, go ahead and remove the coin cell battery and let it sit there for about 5 to 10 mins to completely reset the CMOS.

After about 10 mins, reinsert the coin cell battery and plug the power cord back in and see what happens. If your issue is not resolved, your motherboard might have been bricked and will need to be replaced.
